Andrew has served with Taiwan's Presidential Office, the International Science Council (ISC), and the venture capital arm of the Industrial Technology Research Institute (ITRI). He also cofounded Presentality, an agency that provides strategic communication services to public companies, startups, and investors. He received hsi B.A. in international affairs from the University of Wisconsin-Madison, and his M.A. from the Fletcher School of Law and Diplomacy.
